Have a friend with an AC WD45 that will idle okay and slowly gain RPMs but if you open throttle fast or put under load it immidiatly stalls. He says carb has been rebuilt and it is likely govoner problem. I say it sounds like it still has carb problem. Any thoughts?

A carb rebuild (I have found out the hard way) entails more than just a kit. Needs to be soaked in cleaner at least overnight then blown out with compressed air. Doesn't hurt to have some tag wire handy to poke out any openings then blow it out again. Be sure and remove any rubber or composition parts before soaking. I would put my money on your problem being a stopped up passage in the load jet or load needle not properly set.

Check for vacume leaks. Rusted manifold, manifold gaskets not sealing, could be lean from vacume leak.

First and foremost put in some correct new plugs. Yours are probably in bad shape as the tractor needs to be ran under power instead of the starting and stopping and then get a build up does it have a fire-crater set of sleeves and pistons?

Yea, it sounds as if it is still lean... It could be plugs, points,dist cap, etc too, but if they are set too lean that is what they will do..!!! Can he get any black smoke, if he opens the power needle at the bottom of the float bowl..?? Should be able to...
