Power steering problems

The power steering on my '79 SAME Buffalo 130 will not turn left or right when the tractor is stopped, once the tractors wheels start moving the power steering works perfect. I Replaced the power steering ram seals but no improvement seen.

Any Idea's on what's wrong?
How do I isolate the problem?

Some, but main components in the steering system may leak.
- Gear or axial piston type steering pump
- Pressure regulating valve of system
- By-pass valve of system
- Steering cylinder piston "O" or back-up ring

Not enough power in steering cylinders to overcome the resistance of tractor front weight on the wheels.

Comes it up on any ground surfaces?

probably a pressure problem. is there any difference at full rpm? if there is, steering pump is probably worn, if there isn't, pressure regulating valve probably needs repair/adjustment.

if it has a seperate power steering pump,the pump is bad or the pressure bypass valve is leaking or stuck open
