IS THERE SUPOSE TO BE FULID IN MY AIR FILTER??

This sounds really strange....but here goes...there is a clear oily substance in my air filter bowl. I have a IH 460 utility and the air filter is on a long pipe running up the left side of the tractor at the end of this pipe on top is a bowl looking holder - which I am guessing is my air filter. When I opened this it had this oily fulid in it....what is the deal on this???

I think you are referring to the prefilter that sits at the very top of the pipe which goes down into the main air filter. If so, it is (was) a clear plastic bowl and a metal top section that only removes the heavy dust particles. It should have no liquid in it. The main bottom filter should have clean oil in it.
I just bought a new clear plastic bowl for my IHC 240 Utility.

The other fellows are correct the oil should be in the bottem.The oil can be pushed up into the top if the engine turns backwards,either kicking back or someone letting it down a hill backwards with the engine in a forward gear.

The bottom of your air filter should have a can part that you can take off (probably a big thumb screw on a band or spring snaps?), & this should have oil in it - usually motor oil. It is an oil-bath air filter.

Some were a bit fancier & also had a clear jar or bowl at the top to pre-clean & trap large dust. I'm not aware of these ever having any liquid in them, but I'm not so familar with them?

Say, could it be an oil-bath air filter? They are/ were popular some years ago, before paper air filters became so good! RJ

There should be oil in the air filter container on the lower part. there are two snap over fastners, one on the front one on the rear.release these and the bottom canister will come off . There is an oil level mark in the canister, fill with motor oil to that level. That is after you clean. the gunk from the bottom. Aiso be very careful with the fastners when you reassemble. there very lightly spot welded to the upper filter and break easily
