THe arms of the three point hook up is not going all the way down. Is there a lever or button I am missing. THe tractor is a JD 1530

if the system is operational and well adjusted the lift arms should raise and lower all the way either in 'd' or in 'l'. in 'd' lift arms should 'follow' lift lever, ie raise when raised lower when lowered and stop when lever movement stop.
in 'l' there is a short range on the quadrant that if passed twards 'raise', arms will raise all the way up, and if passed twards 'lower', will lower all the way down.
you say your hookup is not going all the way down, maybe the lift links are not adjusted: when the upper lift arms are all the way down, their topside is close to horizontal.
if you don't get this 'behaviour' from the hitch, adjustment is in order.

Just an added comment to Dave Val's good explanation: If you have to do the adjustment to the 1530's three-point, get a copy of the I&T manual JD-37 and follow the sequence. BTDT.

Lots of guys think the I&T manuals are only good for swatting flys and starting the wood stove. But, in this instance, the I&T publication was very helpful to me when I adjusted my tractor's three-point control.

If it's the same as my JD 2750, there is a flow valve between your legs on the trans cover. If turned down, my arms don't come down either.
