After tractor sits when it starts up runs good for 2-3 minutes rpm drops about 4times til stops running, fuel dripping out of carb. New coil points dist cap. Fuel lines cleaned carb cleaned. advise please help jingam69@hotmail.com

You need to ID the carburator on the tractor, and get a service sheet for an overhaul kit, or the SERVICE manual for the tractor. It should tell you the proper measurement for adjusting the float- usually a distance between the float and the carb body. Then you just bend the float arms to get that distance. Use a machinist's rule to measure- one ruled in 32nd's or 64th's.

While adjusting (if you can adjust) the float remember to take a good look at the needle and seat. They, or one of them, may be in bad enough shape to make it impossible to stop the fuel flow and while the tractor is running it will use most of the excess.

Float valve is leaking? Maybe float is binding and not moving freely. Maybe still rust or something in line causing float valve to leak ?

Tonight I removed Carb sprayed fine gas into intake manifold, would not start. Is there and adjustment on float

If the tractor would not start/fire with gas sprayed in the intake it sounds as if you may have an ignition or compression/valve problem as well as a leaky carb. BTW it would help others to give you advise if you would state the make and model of your tractor. Many floats are adjustable, however without more info we cannot say if your is or not.
