Hyd pump

I have a 69 4520 with the synchro trans,I just installed a reman hyd pump and set it to the proper pressure. The old pump was very noisy.The problem that I have is that the pump doesn"t supply pressure right away.The old pump did the same thing. You have no brakes,three point or supply to the remotes, but after a couple of minutes the pump kicks in and it also vibrates the tractor.Does anyone have any solutions and how hard would it be to fix.Thanks for the info.

Might be the in-transmission pump. I bet a dollar something is wrong with it. It is the ONLY thing that provides the tractor with main pump oil flow.
