All the ones I have seen are custom built. Usually by members of the organization that owns it. Since they are mostly made of scrap and/or salvaged parts, and donated labor, I have no idea what one would cost to make.
The good ones transfer weight to a skid pan as they go down the track, adding more weight the farther you go. They are very clever in their design and very eficient at humbling tractors.
Check the pulling forum, maybe somebody knows of one for sale or has a set of plans they would share.

Well, my suggestion would be to build one. The local field days which I pull at used a homemade sled for many years and it worked perfectly. It was made out of old fuel barrels (the kind that is used for mobile homes) and weight was added by filling the barrels with water. How the syestem worked for dropping the weight down in the front I am not sure, but I am 100% certain that information is availible on the web.

I am interested in trying to build a miniature tractor pull sled that actually works. I am thinking of something about 1/20 or 1/15 scale that could be used to test model steam tractors of that approximate scale. I would appreciate your response.

I'm interested in any sources, pictures, bulders, etc. related to building a miniature working sled in about 1/15 scale.
Thank you

I don't know a whole lot about the sleds, just enjoy the pulls. You will probably get a better response on the "pulls" board.
