looking for sleeve removal techniques and installation techniques any way to remove and install without removing engine?

They make a sleeve puller that will do what you need. You should be able to rent one if you can't find someone that will loan you one. Some information you may or may not need. After I get sleeves removed from the block I clean the top seats with a wire wheel, I clean the bottom area with a wire wheel and a flapper wheel. After I remove the crud out of the bottom hole with the wire wheel I then slide the new sleeve in and if it starts to stick I take it out and use the flapper wheel on the spots where it is sticking and repete this untill the sleeve slips all the way home by hand. I pay close attention to the bevel where the bottom of the sleeve starts into the bottom hole in the block. If this aera is not smooth you have a good chanch of cutting an O ring. ( not a fun thing to cut an O ring) You most likely will find that you have a cut O ring after the engine is running and the water is going into the pan. I make sure that all sleeves will slide in and pull out by hand before installing the O rings. I seem to be able to see what is happening better. You could make a puller as long as you make sure that it clears the block as it comes out.

Don't know without removing the engine. Maby insert a puller at the base like a very large washer and fill the cylinder with dry ice and pull Thats the best I can think of. To install put sleeve in freezer overnight it should slipp in. Wait are you talking wet or dry sleeve?
