Where can I get a pump for pumping fluid out of tires or can I build one.

I used one of the little electric drill pumps that sell cheap in about any hardware store. It has garden hose fittings on it. You may also like one of those little "bleeder" fittings that screws on the tire valve. It will let you vent the air pressure that builds up as you pump the fluid back into the tire. You can let the air out by unscrewing the valve, but I'm a sucker for little gadgets like that. I don't know if the pump would hold up to daily use, but for an occasional tire repair it will work.
