An A does not have a water pump and under load naturaly boils. If it doesnt cook more than 3 quarts of water out per each tank of gas it sounds like its ok. Check the timing some times that will cause an engine to run hot. other than that you might have a block that needs cleaned out, ahas the tractor set long? that might be it ,but I have never seen it If all else fails see if you can put a C water pump on it although I have never heard of any one having to do this

Let me know what you end up doing to fix it

I use my Super A in the summer spraying Grapes in Mi and it runs wide open for 2-3 hours at a time. Yes it does get hot and however, with the 50% anti-freeze mix I dont't add more than a quart of water once a year. When I shut it off it sometimes burps and the top is hot and the bottom is cold. You should check the temp of the water, and the timing as Monte suggested. I believe that they may have been some model like ours with out the water pump and also had a thermostat. You may want to chec for that.
