I work for Engine Starting Systems for Ingersoll Rand. We sell air starters for engines as small as 100 CID and on up beyond 40000 CID. Take a look at www.airstarters.com.

I have an air starter for a minneapolis moline power unit. It would fit a MM tractor if you have a big air tank to run it. It has a 1 1/2" inlet pipe.

I admit, I've never heard of an air starter so I can't be of much help but what kind of tractor is it? Have you posted your question on the tractor talk board or in the tractor cafe? This is a good site, someone must know something. Good luck.
