Depends. Newton had a couple of rules to do with this. I expect you're thinking of his Third Law, which says that the reaction will be equal and opposite. But there was also his little-known Fourth Law, often referred to as The Hammer Rule. Hit with progressively bigger hammers until something breaks, then back down one size.
