The typical fix is to put a small capacitor across the power leads as close to the ballest as posible.
The type of capacitor to use is a small ceramic disc, or polyester. Make sure it is rated for at leat twice the line voltage. As for the size, I forget but I think around .001 uf

Turn off the lights! (Seriously, there's little you can do to remove the static in the near field of flourescent or neon lights) You are listening to FM, aren't you - it is less affected than AM. Grounding your radio, and getting the radio antenna as far away from the lights as you can are two things you can do to reduce the problem. Be sure to use a good caoxial cable to feed the antenna, and ground the shield to the radio's metal case. (Usually done in the antenna connector.) Isolate your power sypply from the line feeding the lights.
