Won't idle

Finaly managed to get the motor (Tecumseh VM100) to stop over reving. Had to readjust the govenor arm. Now can't seem to get it to idle. Runs fine from medium to high RPMs, but dies when I try to idle it down. I have taken the carb completely apart, minus puling the welch plugs. Cleaned with carb cleaner and put it back together, all passages seem clear. Have noticed with the air cleaner off that occasionaly it seems to be exhausting through the carb. Put my hand up with the engine at mid rpm and could feel a definite exhaust pressure from time to time. Also need to use the choke to start the engine everytime and then it gives a puff of blak smoke, so I think she's rich at that point. Thinking it's time to pull the engine, remove and clean the valves and possibly lap them into the seats. Any suggestions from anyone would be appreciated. This is an older Craftsman tractor from my Dad. It seems just prior to passing away, about four year ago, he gave me a lot of things to remember him by. I think he just keeps messing with them though to keep giving me something to do.

You say "exhaust" coming out of the carb. If it were truly exhaust, that pulse would accompanied by a pop or "crack" sound as the mixtured fired.

Most likely you are feeling the reversion that is normal at low speeds on small engines. That is not to say that you are not about to burn an intake valve or that a valve is not sticking sticking slightly open. Best check it with a compression gauge and/or a leck down test. Lacking that you can aply about 60-80 lbs of air pressure directly into the chamber to determine where any leaks are occuring.

Some times a simple valve adjustment will stop this before it burns a valve.

Sounds like intake valve is not seating fully at idle speed. This is actually different from "exhaust" coming through the carb, as the piston is on its power stroke, not the exhaust stroke when this happens. Could be a broken or weak intake valve spring also.
