Craftsman with 11hp Briggs problems.

Hey guys, how does the govener work on these motors? I have a older craftsman ridder with a 11hp Briggs & Straton. The Carb has one screw on the top beside the intake, the problem Im having is when I start cutting it seems it gets bogged down and doesnt speed up, I can manualy speed it up with my hand and there is tons of power, what do I look for or adjust to try and fix this problem.

check your throttle cable mount to make sure you are getting wide-open-throttle....the throttle cable will often slide forward in the clamp and only give partial throttle
