I aquired a small Montgomery Ward mixer, less motor. The mixer has a 14" driven pulley. What HP motor/RPM would I need for the mixer? What RPM should the drum Turn? Thanks,

I use a 1/3 hp 1725rpm motor with a small pulley on my mixer, turns about 20rpm.

The smallest pulley you can purchase and make sure it is cast iron as it reduces belt slipping on small pulleys. Most mixers turn to fast and the cement hangs on to the sides and just spins. If you turn it slower the cement falls down and thus mixes faster by far. Best to protect the motor from sand / cement sloping on it, and we always drop a small ground rod or otherwise make sure the mixer is making a good ground connection. They often bite because of water being running on the motor etc.

a half horsepower electric motor with a 3 inch pulley on it should be fine.
