Starrett calls it a center gage, we used to always call it a thread fish. It is used for setting up threading tools on a lathe so that they are perpendicular to the work stock. I think the good brands are magnetically attracted to the chip pan. Same thing with a good scale or the little bitty screw that holds the cutting insert in.
