Here are the ones Consumer Reports have listed. These are the ones with the "very good" rating in the quiet department. The rest are "good" or lower and there are none listed as "excellent". You can go to the site, URL listed below, but you will need to subscribe in order to get to the ratings. I think it is around $26 per year for an on line subscription.

Just a thought...have you considered a central vac system.Power unit goes in basement,is plumbed to connector in ea room.All you carry about is the hose and wand.

Try finding a miele dealer
They are kinda pricey (300-1200 depending on options) but they are extremely quiet.
When I first ran across them in a store one was running and I didn't notice it until I left and saw streamers blowing out. The motors also have a 10 yr warranty.
