Government bins that was sold in the 60's around here seemed to do that. Brother had to replace a ring a few years ago. Wet corn, weak metal?

You mean it sags downward?

Uneven loading - mostly if you pull grain out from one side, rather than the middle of the bin. The angle of grain inside puts too much pressure one one side of the bin.

Bad foundation that settles would do it also.

The grain sticks to the walls as the grain settles. Not unusual.
