It's been discussed that balancing 110 volt loads from 220 single phase was important. Does the meter record lope sided loads as if it all is 220 volts? Say 60 amp load on one side and 10 amp load on the other. Would the fee be as if you were drawing 60 amps from both sides?

Balancing is desirable. But what happens when you turn things on and off. Balance is gone. More important in 3 phase electric delta or wye where neutral can shift and register a voltage value other than zero.

Rest assured, the utilty is charging for alllll lll you use regardless of which phase. When you balance the phase loads you reduce the Neutral current and that reduces wasted I squared R heat energy losses.

Two current coils in the 120/240V single phase meter. Then again there is only two current coils in the three phase metering as well but those are connected open delta.

simple answer is no- the meter measures kilowatt hours which takes in account the split load.
