Gas fireplace venting question

My natural gas fireplace insert vents through 4" flexible metal ducting that runs up inside the masonry chimney flue. The connection to the top of the appliance is by means of a rectangular box that has a short stub of 4" duct on the bottom of one end and on the top of the opposite end. Since the flexible duct in the flue could attach to a stub on top of the fireplace as easily as to the one on top of this box, I assume that the box serves a particular function.

Today I was checking the chimney for obstruction because we're having a problem with the fireplace. I was surprised to discover that the connector box has no bottom directly under the chimney duct connection. This is clearly by design, but I can't figure out the reason for it. Whatever purpose it serves, it seems that it would also be responsible for considerable heat loss as warm air from the room is drawn around the insert and up the chimney with the hot exhaust gases. I'm hoping someone can explain this to me.

Gas water heaters use the same idea, its called a draft diverter.
