I need an electronically triggered 3 second timer!!??

On our pulling sled, an electronic impulse is sent to the speed limit horn, to make it sound. I want to find a 3 second timer that will start when the electric impulse is sent to the horn, and if the horn is blown for more than the 3 seconds, a circuit is completed to a simple DC light, for disqualification. Any ideas about where to look for a switch witha built in timer? Thanks, AC

Something like this wouldn't be too difficult to put together using a 555 timer and a few other simple electronic devices. Do you know anyone who dabbles in logic circuits?
