Hydraulic jack problems

so yeah, was trying to use my hydraulic jack to raise my plow i am restoring and found out that it will only go up about 1 1/4 of an inch. family member used it prior on another job... i looked at where it was sitting and there was a pool of oil around it. so i am guessing it came out of the release valve that might not have gotten retightened??? If thats the case, how do i go about putting more oil in. Help, because im going to have to use it here soon for other jobs.

Floor jack or bottle jack, old Hein Werner or newer Asian model?

The bottle jack usually has either a rubber or threaded steel plug on the side of the "Bottle" that you can remove and fill up to the fill hole.

Floor jacks are similar to the bottle jack except that the "Bottle is laying horizontal. Some of these have a fill plug on the side of the bottle and some have the fill hole in the pump base section. These have to be filled by removing a 1/4-20 screw at the base while holding the floor jack in the verticle position with the saddle at the lower end.

You can use regular or synthetic power steering fluid to fill these so that they will work better in colder temperatures.

Don't ever wash a floor jack with water or leave it out in the rain as the water will get into the pump plunger bore and cause corrosion and leakage.
