It's not a spur bit - I know those.

It is not hollow.

It looks exactly like a twist drill for steel, except the sharpening angle is "backwards". the very center of the bit is closer to the chuck end than is the outer edge of the flutes. I can't imagine how it was sharpened - maybe with the edge of a thin carborundum wheel.

One of these:
McMaster-Carr (www.mcmaster.com) 2926A15 brad point bit. Not too much spur.

McM-C 3051A17 2 flute end mill.

McM-C 2902A19 mortising bit to go inside a mortising chisel.

McM-C 27395A31 up cut spiral routing bit.

McM-C 2891A25 straight routing bit, not for plunging.

McM-C 32175A36 forstner bit without center guide point.

Drills that don't hit first with the middle have to be guided else the first corner that hits will tend to be the pivot for the rest of the drill and then it will drill way oversize.

I looked up all your references, and the mortise bit (2902A19) was the closest. however, my bit is about 3" long, and the mortising bits are much longer.

Still not sure what I have, but thanks for your effort to identify mine. There sure are lots of machine tools!

That brand of mortising bit was 6" long, but one size on the page in my printed catalog was only 3" long, a small diameter bit. Other brands could be shorter. Look at wood working tool places like Rockler and Augestine.

sounds like an interesting bit. maybe some new bit for drilling out spot welds?? whatever its for, seems like the outside of the hole is the purpose for the reverse grind.
