Plumbing Groan

I have a house that has developed a "groan" when water supply is called on (toilet flush, faucet turned on etc) The house has been on municipal water service for 8 years. My service from the meter is appx 1000' of 1 1/2" PVC and interior is copper (8yr old)This is a very rural location and due to some pressure surges I had a pressure regulator installed.I have recently cleaned the strainer in the regulator with no improvement.This is a recent development to a system that has been working well. Is the reguator itself doing the "Groaning"? If it is I would suspect that the regulator needs to be rebuilt. The noise could be the regulator valve oscilating against the seat just as it begins to close after the regulated pressure has been reached. Toilet flush valves will do that also just as the valve begins to seat and shut off the flow but you said that any system valve action will cause the "Groan" so I would look for a common valve that is doing the mischief.
