What can I use for a pump to hydro test a aircompressor tank?

To hydro test a pressure vessel you have to submerge it in a water tank, read the water level, pressureize the vessel read the water level again. The rise in water level will tell how much the tank is expanding.
You need to know the specs. for each tank.

How high of pressure are you going to use to test it? If you're just going up to the max pressure you plan on using, just use another compressor. I usually just fill it 99% full of water and add air--the idea is to get it up to pressure without creating a big "bang" if it fails. If, however, you're trying to test it above your normal working pressure, then you're going to have to scrounge up a higher-pressure compressor--perhaps one used to fill Scott Air packs Got a friendly fire department handy?

For a proper hydostatic test you should go to 50% over the relief valve setting. If the tank won't withstand that, it is not safe (by definition) to operate with that relief valve setting. If you only test it to the "pressure you plan on using" you have no safety margin at all. In fact, you haven't even tested it to the pressure that could be obtained if the presure switch stuck. Either do it right or junk the tank. The risks are too great to do otherwise. See here.

I've had the pressue switch stick on me before. It pumped up till the relief valve opened and kept pumping. I unplugged it. Sometimes it would work and sometimes it wouldn't and since it does leak down some it might turn on at any time of the day or night--me here or not. I couldn't trust it so I replaced the switch. I also installed a light switch before it's receptacle to turn of the power to it more conveniently. Now I turn it off whenever I'm not using it in case the new switch ever decides to start sticking.
