OT Rusty Doors at the School

I have been asked to help clean up some rusty outside doors at the school. Rust is along the bottom outside edge. In some cases they are rusted through the metal and I plan to install a kickplate but in others they are just rusty spots. What product should I use before painting? Obviously money is an issue or they would have not asked for volunteers to do the work.

Eastwood rust encapsulator-you have to get it from the Eastwood website. Great stuff-stands up to being on things like car frames so a door should be no problem.

Has the custodial staff been overly generous with salt to clear ice & snow off'f sidewalks?? Power wash thoroughly to get all corosives off before priming and painting. I like Rustoleum products to stop rust in it's tracks.

There are several products that convert rust to inert metal. Rust Mort is one, Rustoleum has another that I cannot think of the name of. I believe Naval Jelly does the same thing although I have never used it. Check with anyone that sells auto body supplies or a local paint store.
