Hard to visualize and why the extension of the veneer is an odd detail, is there block behind it with a cavity and brick veneer face at this section ? It's not a retaining wall holding back fill, brick face made to match garage veneer, that is certainly is different. Well, it sounds as if the footing displaced and if the veneer is attached to the buildin veneer, it's eventually going to fracture and seperate. A lot of times a 90 deg with a return back for x amount of feet in a wall will provide strength to say a shear wall, but this is a veneer, no ? It's a garage with 4 walls correct ? Don't see how cutting off that veneer before it settles further is going to create a problem, should help correct a problem unless I'm missing something. Veneer brick face is for aethstetic reasons, should not be structural, and although the footing may be part of the buildings footing whatever wall type the brick is covering ought to be fine on its own footing, after a sawcut, demo saw with masonry abrasion blade will work, a diamond blade with water won't be so dusty to cut. Once cut you will probably reveal a cavity between the brick and the wall it should be tied back to, might have to seal that up.
