Fuel oil pump problems

I'm cheap and I run my New Holland compact tractor on home heating oil / off road diesel and I have an underground fuel oil tank that I would like to mooch fuel oil from for convenience. Since I don't want to store another container of fuel and don't run that much fuel the home tank is the ticket for me. Normally I would have the delivery man fill up my containers when I would get the tank filled, but last time they told me that they no longer fill smaller containers (5 - 6 gallon plastic). I guess someone filled a gasoline container with fuel oil and someone dumped it their car and they blamed the fuel oil delivery guy - my god what's next?

The 550 gallon tank is below grade with approx a 5' fill tube that sticks out the ground about a foot or so. When the tank is full (the only time the wife will entertain me stealing from it) I fiqure I need approximately a 6' reach to get to the fuel.

The little plastic hand siphon pump that I have for filling my tractor doesn't have enough suction to pull the fuel oil up that high. Being Mr. Smartypants, I bought a Chinese hand rotary barrel pump from Harbor Freight that I bushed down to connect a piece of garden hose to gain the right length. When I received it, I lovingly assembled everything and filled it with gear oil according to the basic instructions. My first clues should have been the plastic oil plug on the housing - and the seals that leaked gear oil so bad that I could hardly keep a hold on it while I cranked it. The flexible discharge tube cracked in half when I went to straighten it out and - probably due to sucking air - it wouldn't have pulled pee out of boot if you tipped it upside down to start it running. Plus I think I threw my shoulder out after cranking it like a madman and then heaving the whole thing down in the yard during my temper tantrum nearly hitting one of the dogs. Needless to say this whole mess of Chinese junk is going back for return - but I need some advice for my next plan of attack. I know I need to buy quality - but is the rotary barrel pump the way to go? My wife also informed me that I got fuel oil all over the side of the house when I slung the pump and hose. I'm afraid to get out of bed tomorrow - but I've learned a good lesson. Much obliged for any advice.

Underground tanks are being dug up here.Why not just buy a small tank and set it high enough to use gravity feed.Oil co. wont fill 55 gal drums here.275 gallon tanks sell for under 200.00 here and there are some smaller half size tanks.
