Yes yes YES!
Bought one last year at a local Fleet Farm store here in Minnesota for my mother in laws place to replace the old pump that went out. Got it home, hooked it up and it just hummed. Checked everything, and decided it was locked up. Decided to see if it was a simple fix and took it apart to check what was binding instead of bringing it back to the store 35 miles away. Just came from there anyways. Couldn't fine anything wrong. Everything was freed up. Put it back together again and something was not right as it seemed to make the bearings tight. To make a long story shorter, I took it back for an exchange. Opened up 2 new boxes in the store to make sure I got a good one and found that both of them were very tight too! I got a Red Lion instead. Works just fine.

Tap on the end, it will take off and pump like all heck! Mine only binds occasionally.(Which is too much!) I got a half horse power model.
The Wayne Pump it replaced was over 30 years old, and except for some service a few times over those 30 years it worked great! This new thing will bind occasionally, till the overload kicks it off! Soon as the weather breaks,I'am gonna pull it off the tank and take er back in.....
