Heating and cooling and tapping with hammer can help loosen sometimes. The best way is to drill hole for ez out and heat bolt and area then hold wax candle to hot bolt and the wax will be drawn into threads and bolt will usually screw out.

How about welding a big nut through the nut to the broken bolt. Course your way is safer-no sparks.
