On the Kenmore smooth top we have, the red light indicates that that particular burner is too hot to touch. It doesn't indicate that it's powered, just that it's still hot. That's what I've observed anyway....

On most stoves that light is turned on when a burner is heating. It is controlled by a wire daisy chained form all the top controls. sometimes the contact in a contact sticks and the light stays on when the controls are all off.

On our Kenmore stove (it's not a smooth top) the red light designates something is on, either a top burner or the oven. We used to have another stove (I don't think it was Kenmore) that had a red or yellow light that told you the self clean oven function was on. Funny too because when it was on, the door was locked shut and I almost got a pry bar out before I was told by the wife what the light meant.

I can't say for sure on the Kenmore but my GE has a red light that comes on when the top is hot to prevent burns. If it goes out after the stove cools off then it is a light warning of a hot top.
