I need ideas to eliminate or discourage pigeons from bothering a house in a residental area.

Pete, if you can get some 1080 (Sodium Fluoroacetate) Poison, just put it with some feed, corn or oats, and they gone !!!!! !!!!

don't waste your money on the plastic owls...they do not work. Not on pigeons or seagulls, they just get crapped on and their eyes get plucked out.
Take fishing monofilament and run it all over the place in some sort of net pattern...they will not fly into it twice.

Sometimes the owl decoys that you buy at AG stores to scare away crows also work with pigeons a guy I used to work with used them in town "where you couldn't shoot them " .of corse that workes best & is perment & they don't return .
