I would think a flail chopper would work, if your wanting to keep the straw.

What are you going to do with the straw? Are you just chopping to disperse on the ground? Do you want to keep it for bedding for animals?

A forage harvester can work, but dry straw is somewhat difficult to feed into a forage harvester as it is very slick. Straw also wears on the knives. It is especially difficult to handle or feed into the forage harvester if the combine is a rotary as the stems are broken into smaller pieces.

Easier to round bale and use a bale shredder to make bedding. Lots easier to store and process.

Need to know more info to give better answers.

Maybe what is needed is a straw chopper, mounted on the combine?
