I doubt many solvents will remove the putty you found, as gasoline does'nt. It's probably there to plug holes. The putty, if pliable, will complicate removing rust. Consider using a non-petroleum base solvent to remove the putty. The rust can be removed by partially filling the tank with tumbling media or a couple handfuls of nuts, bolts and star lockwashers and shaking the tank slowly(you don't want to dent it). I put my kids to rolling my tank around the yard until they tired of it, then I finished the job. Coat the inside with the epoxy material specificly made to do it after it's clean and dry. Thats my view of this task. It's been 10yrs now and mine still does'nt leak.
