drill bit size for 1/8 27 pipe tap

I am restoring a '38 F-20. The radiator top tank has an overflow pipe. The old pipe seemed to have been secured in place with a type of brass o-ring, so I cut it off and punched it through. I was thinking that was an odd way to secure a pipe. I bought a replacement part form Rice Equipment and he soldered a screw fitting on it. Well that makes better since to me. I have a spare tank that is set up the same way. I figure I will have to drill out this brass o-ring and a little cast then tap it to use this replacement part. I measured the threads on the fitting to be 27. The only tap I have of a 27 thread count says 1/8 27 pipe, but doesn't say on it what drill bit size to use. What does that mean? I am green at this hobby having much luck with the help of this site and many friends. Thank you for your help.

When I looked it up said use size R. Size R is the equivlent to (.3390).
