As with most Chinese components, it isn't easy to find complete specs for this thing online. The Harbor Freight catalog uses terminology that is both inadequate and non-standard. Looking at the picture, it appears to be a centrifugal pump. You will need a foot valve and some means to prime the pump and suction line with water, as a centrifugal pump is not self priming. Be careful not to put excessive bends in the suction line; it looks like you are proposing a 15 foot suction head, which is near the limit for typical centrifugal pumps at a decent flow rate. The specs for "26 foot lift" suggests the pump can handle a 26 foot suction head, but at what water flow? Given the theoretical limit of 33 feet, that 26 feet seems awafully optimistic. But you only need 15 feet and it can probably manage that. There's not much to a centrifugal pump -- just an impeller, a housing, a bearing, and a seal or two. It works just like a car or tractor water pump. If the Chinese didn't cheap out too badly on the materials or fit/finish it should work fine for your application. Don't expect both 145 GPM AND 86 feet total head simultaneously -- as with all centrifugal pumps/fans, these things follow a pump curve and flow will drop as pressure increases.
