Cold start fluorecents

A friend put cold start fluorecent lights in his shop. From day one, they would come on and blink off after about 30 minutes then come back on. Heat doesn't seem to be a problem. Anybody got any ideas?

He doesn't have them on motion detector switches does he? They are soft start and not reccomended for flourescents.

I assume he's checked to be sure the supply voltage matches the rating on the ballasts?

Also, flourescent fixtures are supposed to be properly grounded, and may do some strange things if they're not.

Been there, done that on the grounding. Seems strange but the housing of the fixture must be well grounded and the body of the ballast must be well grounded to the housing of the fixture. That kept showing up in a trouble shooting sheet I picked up in Home Depot. Installed new ballast, no help, finally gave in, scraped off paint to get good contact, made sure of the ground wire for the fixture and presto, it worked.
