dead 12 volt motor

My brother has a small sprayer for his ATV. It worked last year, but the motor will not run now. My handi-dandy voltmeter shows we have 14 volts to the contact surface of the brushes, when the ATV is running. We cleaned the commutator and brushes with fine sandpaper, reassembled it, and it still will not run. The pump is free and and allows the motor to spin by hand. I'm clueless as to what to do next. Suggestions please.

I had several medium truck two speed axle actuator motors that look very much like the motor on those little rv sprayers. Upon inspection,these motors looked perfect,but would not run. I finally traced the problem down to a bad connection with the ground side brush. The brush lead was soldered to a little steel pin,that was pressed into a hole in the aluminum motor end plate. The joint between the steel pin and the aluminum end plate had corroded and lost it's ground connection. The fix was to unsolder the brush lead from the pin,remove the pin,drill out the hole so I could insert a brass screw and nut that clamped a eyelet terminal that I soldered to the brush lead. Problem over!! the little motors ran at full power. If your pump motor has a similar setup on the ground brush,then it may be the problem. Happy hunting. Jon H

Thank you for the reply. Sounds like that was the problem. I reassembled it again and it worked when I used a new 12 volt battery. I went out of town for the weekend and forgot to look at the replys until today. I will definitely check that out if it happens again.
