Block wall leaking where it meets the slab, help!

I built a garage last fall on a floating slab. This spring, as the frost came out of the ground, I had water coming in where the block meets the slab. I have three rows of 8" block and dirt backfilled up about two blocks high. Now I'd imagine there is some gaps in the mortar that need to be filled. I'm going to dig out around the wall next week and plug the gaps with more mortar, but I am wondering what is the best material to backfill with to make sure I never have this problem again. Should I dump 1" aggregate or something along the wall to help the water flow passed the slab/block joint? What normally is done on block walls to assure there is minimal water intrusion. I have already coated the wall with tar, but the issue seems to be in the mortar joints.

Also, should I just force mortar into the gaps or is there a better filler material for these small issues?

Is there a crack or gap where the slab meets the block? if so fill with hydaulic cement, let dry and put two coats of dry loc on the inside.

When the basement walls were poured on my house I had them spray the outer walls with RubberWall. 12 years later...NO leaks. Might want to check it out. This is not the contractor I used as I'm just outside of Wichta KS but it does tell you a little about the system.

Couple things you need to do. You should coat that with tar or other sealer and also put in drian pipe and also use gravel below and on top of the drain pipe. Also putting plastic up the side of the wall will help.

You should have a a row of tile around the footing surrounded by washed gravel. The gravel should come up the footing about a foot. You will need to drain the tile to a lower location or put in a sump pump to get rid of the water. Make sure there is lots of tar at the seam of the footing and the wall and the wall completely coated with tar. When you backfill the gound surface should drop 6 inches in the first 10 ft from the wall. You may also want to onstall gutters on the house to get the roof water away from the house.
