Milling machine gearbox cover

I have a Lagun mill (Bridgeport lookalike) and need to take the gearbox cover off. I've removed the belt housing and exposed the cover. Took all the cap screws off securing the cover (had already removed all pulleys) but can only slightly lift up the front end. I can't see what is holding the cover down.
Any ideas? Is there some step I've missed? Have a Bridgeport J head manual which looks the same and can't see from the exploded parts drawing what is the problem.

I have a Lagun and I was able to get a parts manual from Lagun in CA.
