I have a 1962, Ford 2000. The service manual shows special tools, such as Gauge NCA-502, for adjusting the Control Valve in the Constant Draft
position. When I tried to buy this at my Local
New Holland Dealer, they wouldn't sell it to me.
They said they would sell me any part I wanted but
no tools. Where can one buy the special tools
required for working on Ford tractors.

You do not need those "special tools" to adjust the hydraulic lift system on the earlier Fords. The I&T Shop Service Manual FO-13 details the procedure used in adjusting the hydraulic lift system without the Ford tools. If you do not happen to have an I&T manual handy, you can review the entire procedure here.
