Got a nice solid crossbed toolbox that hyad been used on the A-frame of a trailer,so it's a bit chipped and rusted from road debris.Sander(s)orbital,belt ain't doin the job,siphon blaster isn't doing well either.To blast 1,2ft bottom edge took almost an hour an 100lbs of sand. Is there a chemical stripper that will cut P-C or is abrasive the only game.Loca pro-blaster wants more'n the price of a new box to do it.

Powder coating can be removed with aircraft stripper fairly easy. It can also be removed by burning it off in a high temp oven.
Powder that comes off easily by scrapping or sanding is under cured or the metal was not properly pretreated to begin with and will not hold up.

In order to blast off powder coat with glass shot I had to scrape almost all the part with a Taiwan wood chisel then blast away the scrape marks.It was very resistant to just plain blasting.None was even starting to come off.

It must be more than powder coating you are trying to remove. Several years ago I bought a brand new set of powder coated handlebars for my son's dirt bike. After just one afternoon of riding through the timber and brush, the powder coating was totally gone.

It has been my experience that if the ;powder coat is blistering, simply scrape it off with a putty knife. Hope this helps.
