Remove the drive belt. Spin the motor by hand and turn on the power while the motor is still rotating. If it runs, first try a new capacitor. If it then runs normally, reinstall the belt and test run it. If it does not run normally after capacitor replacement, either the start switch or the start windings are defective.

If it has capacitors, pull off the cover and look at them. A bad capacitor creates the symptoms you describe, a loud hum with no movement. Usually, the contacts on the ends break off from vibration after x number of years. The starting switch is also a good place to check, but capacitors are easier to get at and more likely to be the problem. Make sure they are discharged before you start pulling wires!

I've been told that the smoke is put into the motors by the manufacturers. If you let it out; it's a goner.

The mechanical starter switch that open the contacts supplying the start windings. It's likely stuck in the "start" position. Odds are now that it "smoked", those start windings are burned open. Even freeing up the start switch won't save it now.

Take an ohm meter and check the start windings. They should be in the 10's of ohms. The main run windings will be a few ohms. If the start windings are open. All the motor is good for is either a door stop or an induction generator. Make certain to purchase the robustly built compressor motors. If your compressor doesn't have an unloader for start up she needs one. Check start and run voltages. There maybe a cause for the smoke leaking out.
