Depends on the type of light you have, you could have a capicator, ignitor or ballast that is bad, if you are using a high impedance meter sometimes they will show line voltage even with a small break in the wire so that under load the voltage drops off fast, if it's a high pressure sodium I would look at the igniter first, do you hear a hum after the photo cell closes????

Been awhile but a neighbor had a sodium light that would go on and off. Found a bad connection inside the light (in the wiring).

I don't know what type you have, but I've always heard that neon bulbs won't work with motion detectors.

If you use one of those neon test lights, and the hot wire has continuity, but the neutral is open, you will get a glowing test light but the fixture will not work. The neon test light glows a little more dimly than with a good neutral, but it still glows and you think you have "continuity" but you actually don't. I've learned this from experience.

If you have some fancy photocell actuated light, temporarily hook up something simple, like an ordinary cheap light socket and incandenscent bulb. If you can make a simple bulb work, but the fixture does not work, the problem lies in the fixture. If the simple bulb does not work, the hot or neutral is open somewhere.

Check if you are getting voltage at the pole splice with a wiggins. How are you using a continuity tester?Start at the breaker for output then leave power on and test at the fixture. If you have no voltage at the fixture then you have bad conductors.Dont test to ground test between conductors or you wont detect a broken neutral.

You know how to check continuity, now check your meter for the ohm reading. It might show high ohms and still have continuity. This would indicate a wiring problem. If you know how the check for voltage you can do that as well. If you have low voltage compare it with some of your other outlets. Is it isolated or general? You can also hook up the light at a good outlet and make sure it works. I bought one that was bad. I sure wish I had verified that is worked in the shop instead of on top of the barn! Good Luck and be careful.

You may have a bad, high resistance connection someplace in the wiring -- you get continuity/voltage when using a high impedance meter or continuity checker, but not when under a load. Is the wiring copper or aluminum?

Is it an incandescent bulb, or a ballasted lamp?
