Band saw with hyd feed

Have an older band saw(115"blade) The cyl that lets the blade down seems to have a problem. It will hold if you tighten the inlet screw(valve)all the way in. To get the saw head moving down you have to back off the screw most all the way and then let the head down on your work piece. There seems to be no fine ajustment-just stop and no holdback.
Could the cyl be low of oil or the valve damaged?

Think maybe you just have air in it? I pieced one back together at work somebody had wrecked moving it. I get a little upset when I find it left in the up position.
