O.T. - USDA bird control question - was it a quo

I just had a strange experience. I live in a large town/small city in NY. At night there are quite a large number of Crows the fly overhead and land in the vicinity of my house at dusk. I was just eating dinner and heard a rather loud cawing noise like a turkey making noise at the top of its lungs. I went outside and there was a truck with USDA lettering on it, and a guy with a device that looked like a radar gun. He was shining it up in the small wooded section in the trees next to my house. It loooked like red lasers coming out of it shining all over up in the trees. As I came out he got in the truck and they moved down a hundred yards or so - stoped and shone the thing up in the trees again. Same red lasers, but no noise this time. Does anybody have any idea what the heck they were doing. Is this some kind of bird stun gun to scare them off to more rural areas? Not sure what the heck it did to the burds but by the noise they were making they sure as hell did not like it. I am very curious about this. If anybody knows what they were doing I would be interested to know.

Supposed to be a non lethal way of dispersing birds. Seems they used to use shotgun shells with something like a cherry bomb insert that goes off in the air and scares them. To noisy I guess.

My neighbors pet turkey has taken to roosting on the roof of my house. I have a lot of glass in the front and I am afraid that it might fly into a window. I am not sure that they would take that kind of blow. We have quite a few small birds fly into them without any breakage.
