Wipe them down and clean them up. Then, use a dye, not a stain. Stains never do go deeply into the wood, a dye will. Well, at least deeper then a stain will.

The stain instructions usually say to let the stain soak in for a few minutes- maybe 15?- and then to wipe off the excess. That procedure insures that stain does not remain puddled on the surface. Gel stains are easier to get an even color because the darker places can be rubbed harder to remove more stain. BE SURE to read and follow the directions.

What about a pre-stain wood treatment product?

Raise the grain using steam or hot water on a cloth. That will open the pores and allow the stain to take. After raising the grain allow it to dry for a few days in a warm dry place before applying the stain.

Is it a "varnish or polyurethane" stain?. These have stain and finish coat. Molecules are thick (to support the finish coat part) and do not go easily into the pores of a hardwood like oak.

Gotta use pure stain and then come back with your sealer coats.

Opinion: If you did use varnish, you sealed the pores. To get the real stain to be absorbed into the grain, you need to get the varnish off and out and that might requiring sanding thru the level where it was, to new wood.

Is one water-based and one oil-based? Some of the water-based stains will look a big blotchy if the wood was previously finished with an oil-based stain or sealer. I"ve never liked to use the water-based stuff on anything but raw wood that was being finished for the first time.
