We have just bought a used 113.29460, and the arm itself will not release and swing to the left or right? Anyone have any luck getting this unstuck?

I would check the website that Mac posted on recall. I did in Jan and my saw was one of the saws on the recall list, filled out all the info on line. They sent me a new safer guard and TABLE TOP for my saw. Was worth the time to check....All free !!!!! ! just my nickles worth

My sears saw has two locks one is the lever that you lift and the other is a screw that tightens the clamp on the back side.

John: food for thought,
Link
Some of these 113 models were subject to recall. Made by emerson elec. They will send you a free upgrade kit if it has not already been done. Easy to install. Might want to check into this, for user safety.

Other comments have you covered. Get some PB blaster or Marvel oil and let it soak a few days.
Those things are tight anyhow so you very well may have rust. Also when you pull the locking lever out, you have to pull it all the way, mine is sort of spring loaded.

Take the cap off the top of the post. The one that has the three screws in it. Then you can see if it the arm is rusted to the post. If it hasn't been moved for a while and you are in humid country it probably is.

The whole arm pivots on the post and both are cast iron, Least my 113.29401's are. These are machined to a close tolorance so be patient while the penetrating oil works.

Hey John, mine has a little lever out on the very end of the arm. I have to pull it out all the way to swing the arm. I do not know my model number; it a 10 incher.

Yes, we have tried that. It pulls out just fine, but it is still locked tight.
