What would be the reason for the antifreeze to foam in the radiator?

Does this tractor have a water pump -- could be a shaft seal allowing air in. To test, remove drive belt and start engine. If, after the engine has warmed up enough to open the thermostat (if there is one), you are still getting bubbles, then your problem is either a blown head gasket or cracked block/head.

Air bubbles in coolant are usually a sign that compression pressure is escaping into cooling jacket.Could range between a loose or unsealed headbolt,bad headgasket,all the way to cracked head or block.Not a "good" thing :(
